What happened to the federal laws that simply state that a CDL holder has to have the ability to read, write, and speak the English language?
It's a federal law!! The school who taught this immigrant should be given a "huge" fine. Then the company that hired this guy should be levied a "huge" fine. Maybe even shut down for not following federal law.
The number of drivers that can't speak English is bullshit. Russian, Muslim or any other immigrant should have to follow the laws just as any other driver on the road!! They "screw the pooch" and the rest of us get more regulations implemented on us.

The definition of read, write, and speak English does not say to what grade level. A lot of states interpret it to mean read road signs, and understand the examiners. Turn right, turn left, stop, backup, lights on, lights off, park, set the brakes. If they understand and perform those orders they pass. A 4 year old could understand that much English.
