What would really be a success are public employee contracts that provide a balanced and sustainable budget, while also providing the appropriate levels of service.

The only way to get there, from here, is to identify the levels of service required and pay what the city can afford. As long as the looming pension crisis persists, and bad contracts are in place, it will be extremely difficult to achieve the desired levels of service. Costs have continued to skyrocket out of control even disregarding the impacts of some very generous/un-timely wage increases.

Grant funding and the increased sales tax are only a temporary solution to a long term structural problem. To ignore that truth only leads to an underserved community or bankruptcy #2.

This isn't just about the PD but also about IAFF, CAMP,and IBEW. There are limited resources that can't possibly sustain the current cost structure absent the increased sales tax, and grant funding, and rising pension costs. The math just doesn't pencil out.
