They are now comforted and know that they'll be free one day to continue to sprout more and more babies, adding to the Earth smothering human population.

It's a dirty job but someone has to do it. Who better to pop out the next generation than those who don't think about consequences?

I think the point here is that the children will be benefiting by bonding with the the mother, who will then be giving herself a reason to think about consequences. The children are already on the way, its nice that the mothers who will be getting released have the opportunity to spend time with them so they can function as a family unit so the child will hopefully not be thrown out into the foster care system.
