With the number of dogs that are being euthanized in the United States each year, it seems to me that this breeding program is irresponsible. The Dept of Public Safety could get its puppies from any one of a number of backyard breeders if it has to have small puppies, and from a number of rescue operations or shelters if it can handle getting older dogs. We don't need more puppies bred to do a job that other dogs can do as well.
