The tax is a good idea, it was bad when McDonald wanted to eliminate the gas tax, but it's fair if we keep the gas tax. A hybrid uses less gas, not less road. If the gas tax was to pay for pollution cleanup caused by gas guzzlers, Norris would have a point. But, since the gas tax is used to repair the roads everyone drives on, it's only fair hybrid and electric cars owners pay something for the times they are causing wear and tear on the roads and not using gas to do so. A flat fee is not the best solution, but it's a start.

Once again, Charlottesville City Council thinks that they are going to change the world by wasting the city taxpayers' time and money passing meaningless legislation.

Hey guys, you're not that important and the legislation that you pass does not override what has been passed by the Commonwealth or Fed. Get over yourselves and do something meaningful.

And really,$100 tax does not offset the fact that people are still using the roads that those taxes go to maintain.

Most hybrid cars ultimately run on gas. Those that don't (ie, can be plugged in) pay a tax on electricity (though less per Btu than for gas).

The hybrid tax is exactly the wrong direction to go for encouraging fuel efficiency, which _is_ a rational policy, as there are many benefits to using less gas.

McDonnell has simply decided that the suburban commuter, who thinks nothing of commuting an hour to work each day, is an important voting block for Republicans, and that it's easier to hide a sales tax increase.

Bio-diesel and ethanol could be made from a plant that requires no fertilization or pesticide,Takes in 5 x more Co2 and releases 5x more O2.This plant can also be used to make clothing,and other textiles that are softer,last longer,and are non-toxic.This plant can also be used to make paper at the rate of 20x what an acre of trees will produce,and doesn't require all the toxic chemicals that we currently use.This plant can also be used to make homes that are able to breath,keep out moisture and gains strength with age.I believe it is way past time that we plug up all the oil wells,and start looking at cheaper,cleaner ways of producing our fuel,clothing,paper,homes,and the many other things that can be made from the cannabis plant.Cannabis has many medical uses as it relives and prevents many illnesses,Has very few side effects which are increased awareness,laughing with your friends,and a general sense of well being.

The tax should probably be $1000 based on the dirt to dirt environmental impact of hybrids.

I can appreciate the fact that hybrids and/or electric vehicles help reduce vehicle emission pollutants, but they still generate wear and tear on the infrastructure. That is what the road tax is all about - not punishing hybrid owners, but having them pay their fair share of the wear and tear that they also generate on the roads.

HYBRIDS are a total SHAM....... that was two years AGO.I do not care if gas goes to 10 a gallon, NEVER another hybrid.

COMPLETE WASTE OF MONEY.. I could have bought a toyota coroloa and NOT BE FINED , and money ahead.

I agree 100%,GREAT POST I thought the same thing for about 8 years now , except the WEED side of the HEMP plant.

Then it hit me a few months ago .

Who will grow the food in Va , I know we can ship itin ...but thinking about the first few years of legalization of HEMP.. because you know what will happen.

Farmers are hands down some of the most clever of buisness MEN, but most dont do it for the money and hours.

WHO will grow our food ?????

Nobody in their right mind would grow CORN or even beef or ROSES .HEMP alone would pull every farm around struggling out of the ditch in VA .

HEMP/POT/WEED side of the industry would RETIRE THEM in a year, those who hit the ground running .... BAM its OVER ( of course half of it will be shipped to DC or MD where it brings BIG MONEY for a bit and them the black-market gets shut down driving the price down. POT = the number one CASH CROP in va...the US for that matter.

I am talking HEMP ALONE , low grade usless weed, BUT great plant for textile and HIPPIE STUFF would turn every field here in Virgina into a hemp field, except for the stupid people... and thats ok.

Legalize POT and we gonna go hungry....

Actually, diesel is the direction we should be going... Algae fuels make the most sense. No heavy metals (like batteries) and the infrastructure is already in place.
