David Stark, public affairs director for the Bay East Association of Realtors, has been very busy this year trying to tamp down what he describes as "a war against homeowners on the Alameda County's I-880 corridor." Mix in the statewide election in November when a measure to change the laws limiting rent control goes before the voters, and it will be a busy fall.
