I hate to say anything in defense of Gore, but this article is a bit disingenuous. It harps on how this building doesn't meet it's original model of energy use. But the BUILDING seems to be doing it's job quite well. The inhabitants are pretty profligate in their energy use. The sad thing is that the building is owned by one of the worst inhabitants, so there MAY have been a bit of shenanigan in getting their subsidy based on their usage model.
