This is the fault of the town selectman and planners for creating this type of environment. They should be enhancing property values not destroying them.
No the Mall owner should be forced to do what every other shopping plaza has done successfully over the past 15 years.

Rebuild within the towns bylaws. The owner of the Mall doesn't deserve any breaks, they have allowed the property to deteriorate. They have done nothing to help their tenants, ask Radio Shack and Lincoln Liquors. They even kicked out the Boys and Girls Club Teen Center after the club spent thousands on upgrades.

Just look at the other 3 major strip plazas, almost fully occupied, even in this economy and within our Zoning Bylaws. The Mall owner deserves nothing, and should obey our zoning bylaws or sell to someone who will.

Forum, what bylaws are you referring to? Square footage? parking spaces? type of stores? I don't think bylaws were the main issue.

I heard "no increased car and truck traffic", "no Home Depot", "no Burlington Coat Factory, MB, KMart, and HD in the same property". The size was to be slightly bigger than the old building (hence the need for a varience), but I dont think that was the main issue.

I agree the mall owners could care less about Billerica, but the opposite is also true. Who would buy the mall and what would they do with it that the town would approve of?

The Mall owners could rebuild within the current footprint.

They could fix the roofs in the current buildings.

They could ask Market Basket to rebuild with a new modern store, like Wilmington and Tewksbury.

They could do what the Chelmsford Mall did get rid of the Mall and make it a Strip Plaza.

They could do what Home Depot did in Tewksbury, get a restaurant (Applebee)to locate in the front.

They could do what the other three Plazas did, upgrade and encourage new tenants.

Don't you find it outrageous that the three other plazes in Billerica are fully occupied, that the Tewksbury, Burlington, Chelmsford and Wilmington Plazas are all rebuilt and thriving yet, for 20 years the Billerica Mall has done nothing but lose tenants and fail to make any attempt to improve.

The main issue is what type of development do you want in the center of Billerica. If the Mall wants to put a big box lumber store, Billerica can fight on green strip, parking, traffic and many other issues that our zoning and general bylaws make to preserve the town, and live up to our Master Plan.

As has been stated Home Depot would never be built in Billercas Center, like other businesses the recession has stopped all but the best expansions and the locating away from a major highway was a break in Home Depots Business Plan, and was the first to fall with the recession.

It's interesting how some of those towns have turned into desirable places to live since they moved up here. I don't think they would want the Bill A Ricans back. It would ruin what they have done (except for Everett, always will be a crappy place to live). Our best hope is that they will now move further north to Laconia.

yep .. this must be one of those WISE selectmen who have done nothing for years... "build in OUR master plan" not whats best for Bilerica.. just whats best for them... and I mean that... for them... didn't Rosa get a parcel of land next to his house several years ago.. wonder how much he paid for that? This is not about what we want .. don't you all get that yet... it is about what they want... so rosa and his minions will have their way... its always that way

Rosa got a paper street discontinued. This has happened dozens of times in the past 20 years. Only once has it been challanged, that was by his fellow Selectmen Correnti and O'Donnell. They wasted thousands of dollars of taxpayers money trying to hurt Rosa.

It is the petty politics that has hurt Billerica for years. One petty politician down, one petty politician to go.

Wow whats best for Billerica is to finally have a Master Plan and STICK to it.

It's not better to get more tax dollars, quality of life is most important. Forgetting Quality of life has made Billerica a laughing stock.

We have loads of money $140,000,000.00 to run a town of 40,000. God thats enough money, make it work stop selling out to the highest tax payer.
