Emphasis of Marketing in Public Relations

I need help with an assignment below; any pointers will be highly appreciated.
"The idea of emphasizing marketing in public relations is a share waste of time and money and as such, organizations are non profit making.
To what extent do you agree or disagree with the above statement?"

All time that is not true, for creating brand if you are new in market then defiantly public relation marketing need. For not profit I think it is also need.
