West Coast gas prices shoot up, with varying explanations: 200 wiseguy words

As you've probably noticed, gas prices are going up around here. They're going down in other places, such as the Rocky Mountains region and the Gulf Coast, but the West Coast gasoline market marches to its own drummer -- and usually marches upward.
