(b) Any obligation incurred shall be discharged no later than one (1) year after it is incurred.

6) To construct, own, operate and maintain public improvements within the District, provided that the cost thereof shall not, in any fiscal year of the District, exceed twenty-five percent (25%) of the budgeted District revenue for such fiscal year.
(7) To operate retail management programs and activities.
(8) If authorized by the affirmative vote of at least seventy-five percent (75%) of the Commissioners present and voting at a meeting of the Board of Commissioners duly called and held for such purpose, the District may provide services which historically are provided by the city. However, the District shall not have the power to provide elementary or secondary public education services; or services which are now being provided within any portion of the area included in such District by any multitown body or authority. No such vote is required if the aforementioned permitted activities are incidental to retail promotional and marketing activities conducted by the District.
(9) To retain legal counsel.
(10) To receive and use gifts and donations for the purposes of the District.
(11) If authorized by the unanimous vote of the Commissioners present and voting at a meeting of the Board of Commissioners duly called and held for such purpose, to construct, acquire or obtain leasehold interests in motor vehicle parking facilities within or without the District, provided that such action is approved by the City of Stamford Traffic Commission and the Board of Representatives.
(12) If authorized by the unanimous vote of the Commissioners present and voting at a meeting of the Board of Commissioners duly called and held for such purpose, to operate a motor vehicle parking facility within or without the District, provided that such action is approved by the City of Stamford Traffic Commission and the Board of Representatives.
(13) To enter into, fund and perform agreements which reduce the cost of motor vehicle parking to residents and visitors of the District, provided that the budgeted cost thereof to the District may not exceed twenty-five percent (25%) of budgeted District revenue in any fiscal year.
(14) To operate revenue-sharing facilities or events and to use the revenues for District purposes.
(15) To place or cause to be placed, erected, constructed or maintained any decorative banner, bunting or similar device over or about any public street or sidewalk located within the Downtown Special Services District. Any banner or similar device erected on any public street in the District must conform to the zoning, safety and traffic regulations of the City of Stamford.[Added 10-2-1995 by Ord. No. 766]2

NO everyone downtown MUST pay the tax, apt.s condo, holmes, corp...EVERYONE, just like the TAX now being put on the "NEW" shouthend projest.

This event is way too big for this park. The big name acts come with crowds that are way too big for Stamford Police to handle. The handful of Officers out there, combined with the twenty or so on regular patrol is just not enough for the THOUSANDS that gather here. Combine hot weather, large crowds, and alcohol, and it's a time bomb. Yes there have been minor skirmishes, and some very close calls, but so far they have been very lucky.
The city should not allow the DSSD to cram as many people as possible into this area, and hire the bare minimum number of Police Officers to keep it safe. There have been numerous fights, arrests for underage drinking, drugs, DWI, accidents, and many other offenses. The public is not always informed of every arrest because it would be bad for this event. The city foolishly turns a blind eye and allows it to continue.
The DSSD should get back to local acts which draw more local and smaller crowds. This event has grown too big, and isn't even enjoyable anymore. Standing shoulder to shoulder with sweaty people, fighting through crowds, overwhelmed bathrooms, and overinflated prices have taken the charm away from this event. Not to mention the large amount of morons that can't control their alcohol consumption. And the little boys that get their beer muscles after two beers and pick fights with anyone walking by.
The City, and the Stamford Police Department need to wake up and stop bowing down to DSSD. The Police continously request more Officers for this event, and have been denied every time. I have stopped going to this event, as have many, many people I work with downtown. I just don't want to be there when this timebomb explodes!!!!

Fires set at 3 different restaurants during the last Live @ FIve..HUMM no make the paper .
Someone lighting T-paper in the restrooms, not good.
Sandra Goldstein got the job so she wouldnt run againt the current mayor 10 years ago.
The fiaco is now to big , police neen triple the numbers there and gangs everywhere, just look around.'
This week, all tables gone off street right after music is over and open up the street.
Its fun anymore.

That's right Tony. There were many arrests which were kept mum. Also, Sandra Goldstein and Company belittled a Health Inspector for doing their job. And called Gov Center Higher Ups to prevent the inspector from shutting an outdoor bar at BlackBear restaurant. Then had the nerve to clap and Laugh, along with LOUDMOUTH LYNN COLATRELLA, and an Operations Supervisor that serves as their mascot, when the higher ups over ruled the inspector1!

Interesting, Government over rules Government. YOu will never see the GOvernment over ruling its members in the private sector.

Yeah I also heard about all the arrests at the last Live at 5. Funny how its all kept tightly lipped.

No wonder why the newspaper industry is dying...

Seems like if theres money involved alot of people hide stuff under the rug.

And I bet you anything, the SPD doesn't want anyone eles (state troopers) to help take care of the event so that they can get the 70 per hour standing there.

Its the city of stamford, not the police, the advocate didnt do a story on the last 15 arrest, the other problems occurring.
dont blame the police or the firemen or the emts whom all are working there on ot.
And none receieve $70 an hour.

Being understaffed , obviously theres alot of cops working overtime , I am sure they make around 60 easily doing overtime. If there aren't enough police for the city and teh event at the same time, its like I said...they won't want outside help to take their money, plain and simple.

2nd, when did I blame the police for the advocate not reporting what happaned at Live at 5???
