If the intent was to suggest that he's watching for "Hajis," or Muslims, because they're suspicious or dangerous people generally, then yes it's provocative. Not sure how it's "vulgar," since "haji" is not generally an insulting term, but if this was the vet's meaning I'd deny him the plate.

So the State of Virginia is declairing Haji as a derogatory word or is the Muslim Community offended that a non-muslim is using the word?

Who is encouraged to be violent?

Yeah the plate is out of line, I would deny it too him as well.

However out of line it is though... I have to admit, it's pretty funny.
