I.D.graduation ring origin, "NGS"

Hello all, I'm looking for some help with a ring found metal detecting in Narragansett, R.I.
It has the 19 on one side and the 30 on the other like most graduation rings do. the front of the ring has a two masted ship with NGS above the ship and 1930 below the ship. I( have chased most of the acronyms for NGS and haven't been able to find any info yet.) it is gold and was made by the PETERS CO. No luck with that either.
