In working with an IT Staffing Agency, I see more and more organizations streamline their in-house hiring resources, many are turning to staffing and recruiting companies to help fulfill large volume hiring or specialized skill set needs. Particularly during this recovery period, employers need to respond quickly to market changes which may require immediate and large surges in hiring.

I am currently in an HR class and your post caught my attention. Many companies are looking to reduce their hiring costs or maybe expand their contract workforce.
I think working with a staffing agency is a great solution to help businesses during cyclical periods.

Although I agree with the preceding post, I am curious to know if turning to a third-party for staffing is the main tool utilized during cyclical periods or if more companies will continue to outsource this function continuously.

Like the other users have stated, companies are looking to cut hiring costs and expand their workforce. Many companies are turning to outsourcing different company operations, like payroll and hiring.
Some companies are finding ways to do their own hiring, but cutting down costs with applicant screening systems and video interviewing. There's a lot of great information about video interviewing here, http://www.vidcruiter.com/video-interviewing The company I work for has been conducting both live and recorded video interviews. It's saved our HR department a lot of time.
