Good workers are developed, not necessarily found. Good workers often don't just "happen", they are intentionally created... their potential is identified at the interview...

Hi, I am currently a Business Admin student at the University of La Verne and would like to chime in on your discussion as part of an HR assignment.
I agree with HRJohn in that good worker a developed internally. Unfortunately employers do not want to spend money on training and would rather recruit in hope that they will find this “good employee.” According to Accenture online survey of Nov. 2011, only 21% of workers that have acquired training receive it from via formal company training, while an estimated 52% of acquired it on their own. This tell me that as individuals we are on responsible to develop ourselves. http://usatoday30.usatoday.com/money/workplac...
As to the question from OnlyTop10,“Why is important for a technology develop and research company employ the best workers?” Competition and profit comes to mind. Any business that has any serious competition would naturally try to stay competitive and would hire the best workers as a strategy to stay in business. Unlike many of our government services where there is zero competition, hiring the best workers is not part of the strategy.

Good workers will improve the company. They can improve the company by being more affectively committed to their positions; when he/she regards the company positively and agrees with it's values and goals, he/she will feel more inclined to work towards achieving those values and goals.
Achieving this begins with HR. Recruiting the right people and staffing them for the right positions is key.
The next step would be to train and develop these employees. In your case, training your employees to be the most proficient and up-to-date with the latest technologies will increase competitive advantage on the global arena. It's important to stress that learning is lifelong.
Top management support is truly the key to helping good workers improve the company. When an employee sees that his/her manager supports the values of the company, the employee will feel more inclined to do the same.
