I dont understand this persons analogy....Could someone please explain this quote to me?

"We refer to it as changing our tires on 285 in the fast lane,” Horton said.“It’s introduced in segments.”

The first part leads one to believe this is a dangerous undertaking.While the second part has what to do with that? Please help.
