sounds like a good idea if the city wants the trailers moved, then whatever is unloaded out of the trailers, the city will pay for if it gets stolen.If you want to be the one to call the shots, you are also the one to pay the bills as they come in.

I think his message is that the businesses should unload the contents of the trailers into their parking lots and then the City pay for what is stolen. Obviously a ridiculous idea.
