Indiana Notice of default

Indiana 2010 made some reforms to the Civl procedure which required the date of the last payment to be in the Complaint. This applies to all "CC" credit cases. How did this come about and who enforces these requirements?
The Indiana contracts also require a Notice and right to cure. What laws made the bank add a right to cure to a mortgage?
