In a lot of places in the United States, and with San Francisco the most extreme example among major cities, the illegal backroom fix in exchange for the under the table bribe is the standard way of doing business.((In fact in San Francisco anyone who pays under the table bribes can even have a multi million dollar arson fire declared to have resulted from bad luck rather than arson.)
So I think it would be very unfair and extremely unsportsmanlike if large US companies that also have major overseas operations did not also pay under the table bribes overseas - in other words if they only paid under the table bribes domestically.
More specifically, we should be just as charitable and generous with people we associate with overseas as we are at home, and therefore if we pay bribes at home, then we should also be generous enough pay bribes overseas, and so that way no one will be insulted.
