xcel controls the outside fan and unit. You'll want to keep your indoor fan running all the time anyway if you want to be comfortable. If you don't want it running all the time (set at the thermostat) then the switch will control both for you.

I think he means the A.C. fan in one and your furnace/distribution fan in the house for the other fan. The one in the house keeps running trying to cool off the house.
