From the article:"The utility disagreed, arguing that it was costing rate payers without the solar more and the process of net metering, where the utility pays for excess solar power generated on rooftop systems, needed to be reconfigured."

"APS officials contend that the utility, like others in the country, still is responsible for infrastructure and costs to serve homes even with solar. Because solar customers pay less, more of those costs would be borne by other rate payers."

The utility doesn't "pay" for the excess solar generated. It goes right next door or across the street to the neighbor's house where it is used "at the same rate" charged by the utility. The utility doesn't have to file EIRs, go to court to defend some power project or install new power corridors from some remote site to get the product to market. What the utility is getting is a peak time of use generation source they don't have to maintain.

"APS officials contend that the utility,...." Yeah, right these are the CEOs that make million dollar salary deals and this is ALL they can come up with. Creating the us vs. them argument. If the home owner or business owner/generator puts in a system, they have to maintain it, not the utility. If the system fails and is not repaired, then the utility gets their 24/7 customer back, where do they lose? Perhaps these overpriced utility leaders need to adjust their business model to include "storage" of generated power, then they could carry a surplus of produced energy instead of having to constantly find a spinning, base load or peak source of power generation.
