As I understand the situation, the County did not want to deal with the applications locally for any new towers or for any additions, no matter how small, on existing towers. This came about with the Cellular activity in the County. Apparently the County did not have a County engineer capable of qualifying filed tower engineering documents, and did not want to hire one.
So they took the easy way out. The way the regulations are now written an applicant for such a project, anything to do with an existing or new tower, must first has to put up $5K or so in an escrow account with the County. The County then has an high priced, on-call engineer from Albuquerque certify all plans, documents and drawings. The Applicant has to pay all the engineer costs. The $5K is just the starter.
The same engineer has to do all on site inspections, before during and after any installation. This could be a full sized brand new 200' tall tower or it could be as little as a single 3 foot diameter antenna on an existing tower. It is all the same. Pay the high price of this out-of-town engineer.
The TWN Construction Manager told me TWN tried starting about 2 years ago to install on the large tower about one mile west of Deming along the Interstate and ran into this situation. It was going to cost more for the Engineer expenses than the total cost of TWN equipment and the labor to install it. A number of attempts to get the County Manager to recognize this discrimination against small businesses was met with the bureaucratic stone wall.
Check the County regulations on towers, etc. and you will find this is true. I did. Unless you have some pretty deep pockets you should not even make an application.
And I was told that even Dona Ana County does the same thing, using the same engineer in Albuquerque. Must be a good captured audience. It is kind of strange that the close by smaller Counties of Hidalgo, Grant and Sierra do not have this requirement. They handle their own tower business in house.
According to what I was told, this is what has delayed for nearly two years the additional TWN service in Luna County. But he told me TWN are working on other methods of overcoming this requirement. Hopefully it will work for you folks.

"discriminate against small businesses"??? So an engineeer gets paid more than an installation technician. If you're unhappy about that, go to engineering school. You'll quickly discover why many choose to be technicians.
But along those lines, I would like to sue Rolls Royce for discriminating against car owners that aren't engineers5161.

Had the tech out at my house,and he couldn't find a signal for Wi-power,funny how these things work,so I went to hughes net after watching their commercials,and their totally useless and the worse thing the sales person lied to me,and switch what I ordered,they installed a system called the 9000 series and the S*%t hit the fan I ended up canceling my credit card so they couldn't get their money,I refuse to pay for something that doesn't work, Wish I went to rip-off.com first before I ordered it and saw all the complaints with their service

@AMJ & DLO maybe the people of LUNA COUNTY need to get rid of these do nothing politicians,it is 2013 not 1913,we do live in the time of instant gratification and computers are a must,especially if you trade stocks on line,and need a instant stock report,I don't want to get into HUGHES NET again but I would like to meet the S O B that made the commercials,for them because their such liars, I have a funny idea that someone in luna county is getting their palms greased to allow such bad service to operate,around here,their has to be someone out their in our government that protects people from false advertisements on television,I was going to get wild blue put in, because I get such a strong signal from them but everyone has been telling me to stay away from them,I live out by needle eye,and I have a funny feeling that the tower thats buy my house is why I get such a strong signal,I think i'll give them a call and see if thats theirs! Hughes net is so mad at me for canceling them from my credit card account,and I wrote them that if their service doesn't work why should I pay for it,and I'll meet them in court,and explain it to the judge,their liars and use bait and switch when you order it,and they don't tell you that the service isn't available when you order it!

Where is Needle Eye located? I am not familiar with the area.
Wild Blue is a satellite service so their signal would not be coming from a tower.

WildBlue and Hughesnet are essentially identical in technology. Your dish is communicating with a satellite in stationary orbit 23,000 miles above the equator. All you need is clear sky to the south and you should have no problem. We had WildBlue for several years. When their equipment failed, we went with Hughesnet, which worked fine for several more years until we switched to Wi-Power. Any satellite service has a very long latency time, making VoIP phone impossible and Skype difficult. They also restrict usage; Hughesnet has a vastly better policy on that than WildBlue. Wi-Power is much better than either. We were finally able to drop the overpriced and poor-quality landline phone for VoIP. My only complaint with Wi-Power is wildly varying speeds, sometimes falling to near zero. I suspect it will improve, because they seem motivated to expand service capacity.

Needle eye is on the back side of spring canyon,(it's where their is a whole in the rock on the mountain) I hope it improves, I had wi power out here,my neighbors has it,but where I am sitting which is a acre away ,and I can't get a signal LOL go figure,I couldn't believe it me and the tech were both laughing,he tried to explain it to me, and I sorta got the gist of it,and talk to a man here in town that owns a computer service,and he is a real sharp cookie and he explained it a whole lot better,and then I really got the gist of it,so I'll dump Hughes net,and shoot the computer,and move back home,OOPS forget that last thought,their up to their butts in snow,but their computers work....

Jackie, I did switch to WI-Power. I am in Socorro county and do have a good signal with them. I am very very satisfied with them.I will never go back to Hughes. The speeds are great and there are no download limits. Don't believe the bull that hughes advertises.

TO DLO: The outage info I got was a main line fiber cut in the Scottsdale area. Apparently Level 3, the main line fiber provider to Wi-Power, had problems getting it all put back together.
