The scam-er has scammed the Do-not-call system. Complaining to the Feds in this case is useless. The scam originates in Vancouver Canada and other Canadian cities using 800 toll free numbers and the victim is in the United states. They have not violated American law because they are not covered by US law and Canada could also care less because no Canadian law was violated. Using up your cell phone minutes and the telephone company cares less because the revenue stream from 800 calls goes right into their pockets. You can not block the call because it is a toll free or long distance call. The only numbers that can be blocked are local calls. Congress needs to be flooded with calls, E-mail, twitter, facebook etc. complaints that they force the telephone providers to give the ability to subscribers to block out of area calls.

The scam-er must have break the do not call system just add it to the Do Not Call list then try things that won't cheat you if you see #1 best block spammer that will be good
