This just illustrates the self justified bickering of each nation as it promotes what benefits IT only.
The ONLY way that there will be a real deal with real results is if the talks change to support a 'carbon surcharge', fixed by agreement with the parties, charged at the source and with the money collected returned to the consumer by means of a fair 'average use' rebate for different classes of consumer.
All the economists are starting or have committed to backing this. Now it is the role of politicians to get it done.
