David, if you have a BG and it is posted in EUROCLEAR, then, you do not have a BG.

BG are not classified as securities and therefore, BGs can not receive ISIN nor CUSIP codes.

Get back to square number one and try to learn the business.

Actually,

BG's can be handled on Euroclear in different forms:

a. Under a Depositary Receipt, meaning the Depositary Receipts is a cusiped security transfering ownership of a security (here a BG) which is kept with the depositary and available upon call. In the portfolio which is usually kept in Street Name for the actual owner the BG is booked and owned.

b. Some banks see clean, straight payment type BG's not as BG's but as bonds and cusip them under the bond related features. Euroclear does not care about the type as long as it carries either ISIN or CUSIP and it is in the depositary. They transfer and settle such trades.

c. Some institutional accounts are allowed to settled all trades through the bank feature of the Euroclear system. Since Euroclear is not only a Depositary for securities and a subsequent settlement part, but also a bank with its own payment and banking services for members and closely linked to SWIFT, such can be done without having Euroclear as a depositary, delivery would be SWIFT but from the Euroclear link.

d. Bank Guarantees such as Performance Guarantees, Contract Guarantees etc are not transferred by Euroclear but debt related BG's carry bond like features because they usually result from syndicated debt collateralization and are clean, subsequently they are seen as different asset class and some money center banks and some specialised institutional accounts have the access and handle via Euroclear com link, depending on the partner

I am still in disagreement about this alleged procedure.

Can you call a certificate of deposit (CD) a Time Deposit, because it is easier to flip?

I actually asked Richard this question about 3 years ago and this was the information he sent to me but since then we have discounted a BG on Euroclear with ISINs and rather then simply state as much I thought I'd post Richard's response to my inquiry.

But I think you are missing what he states here. The bond/BG issue is attributed to the discreation of each institution and how they catagorize the instrument and is in part based on the instrument's structure. This may hold true to your TD/CD analogy as well.
