I guess your definition of "scam" is the question.

If you want the easy way into the business and do not mind lots of headaches, worries, title delays, auction lockouts, possible civil and criminal penalties, and the risk or losing money through no fault on your part, then this way is for you.

The problem with ANY auto dealership structure where you are not the principal or a direct partner is the fact you hold little to no control over the business.

Most of these online "co-op" situations make a member no more than a salesperson action on behalf of the licensed dealer. Yes some will list you as a member of the corporation or LLC which makes it "legal" is some ways, but ultimately you have no true ownership rights to the business, or the vehicles you purchase with your money but titled in their name.

Another consideration is that unless you are paired with a dealership in your immediate area and state, you CANNOT sell retail to the public legally in any way, shape , or form. Almost all of the states in the U.S. have regulations that require retail sales to be conducted at the licensed place of business with some exceptions for "tent sales". This means posting a car on cragslist, or parking it for sale in some parking lot, constitutes a violation of state law if the selling dealer is not licensed in that sate and sales location. Most states have made it a crime even to offer a vehicle for sale under these same rules and the fines are the same either way.

If you plan to wholesale vehicles to other dealers for profit, then one of these "programs" can work in theory. The main problem is that many of these structures have many operators under one dealership. So if one person bids on a car at Manheim and does not pay, the whole dealership is shut down from buying until the vehicle in question is paid for. This cost time, money, and aggravation. Additionally if the vehicles are sold to other dealers, most payment is in the form of a check both roadside and at the auction. Most programs require the member to clear checks through the business bank before you receive your proceeds. I don't know about you but there is no way I would let some arbitrary third party have control over my money.

Basically you can roll the dice, or spend the two months and get a license of your own. Scam is a relative word if you do it to yourself.
