Another Food Stamp Loophole

As most of us know (?) the food stamp program was started to help the American farmer, so it is administered by the Dept of Ag.
For a few decades I have been telling food stamop recipients that they will not pay for imported foods. I usually use sardines as an example, "Imported from Denmark", so food stamps will not pay for them.
A light bulb came on today and I realized food stamps pay for bananas, plantains, pineapple, South American beef, sugar, and all kinds of imported foods. Probably shrimp that was not gulf coast harvested.
The loophole is the label.
From what I see (may be incorrect), if a food is not labled, "imported", food stamps will pay for it.
Completely contrary to the original intent, but no surprise.
Anyone think I have it wrong?
