Superman and the Casino sure help Metropolis but making the City open for ALL manner of businesses 7 24 would really help.

Businesses are dying by the truckload there, Casino revenue falling like a brick (and what little there is being wasted by corrupt politicos) so how exactly did Superman save this town? And from what; total obscurity?
