UN Envoys Endorse First Steps Toward Next Global Warming Treaty
Diplomats from almost 190 nations endorsed a set of measures on global warming, laying the groundwork for a treaty to be adopted in 2015 that would limit pollution by all nations for the first time.

"The wording was vague enough to make rich countries feel comfortable that they weren't going to be held liable for climate catastrophes in the developing world." and the developing world avoided 'commitments' to get 'contributions' so that they don't have to increase their efforts or effectiveness.
What is increasingly clear is that the ONLY way that we can have a fair, equitable and effective strategy to actually cut emissions is to have a 'carbon surcharge' administered by each country to use the markets to adjust the levels of effort for each country.
This one is just about 'compensation' which will be hotly debated and go around and around on 'attribution' that cannot be clearly demonstrated.
