An idea being that of a pressure point. An elephant can walk over ice because of its big feet, a woman in stiletto shoes breaks it. So one Country's economy goes into the red, the fallout is absorbed. Though, in practice, as we've seen with for instance Greece, in times of economic trouble it's every country for itself

Greece takes charge of the European Union
For the next six months, Greece holds the presidency of the European Union. The country is virtually bankrupt, and has been bailed out several times by the EU. Now it's in charge of the EU's daily agenda.
