I'm giving everyone a "heads up" on the integrity of the new owner of Advantage Homes and Development of Havasu, Julie Eileen Palmer.
In July of 2009 she made a real estate purchase of land in Imperial County, CA and to date has made only 3 payments($200 each) on the loan and of course left the sate of California with the intention of skipping out on her debt.
I would advise everyone to be very cautious when dealing with this person.

well as to see this is a personal matter and has absolutely nothing to do with her business, I've done business with Jewls and I'm pleased with her work. She was over the top kind to me and my wife, the second we had a problem she was their with a solution. I would advise anyone with the need or want of a purchase of a manufactured home or carport should call her. I give her nothing but positive feedback. She is the most honest and ethical person I've come across in Havasu. Seems like she just got tangled up in a mess, and I'm sure her intentions were not to skip out on you.

Very interesting comment but that DOES NOT change the fact that a signed and notorized real estate purchase agreement was not honored by Julie Palmer and she left the state of California without notification and obviously with the intention of not paying her debt. That to me is UNPROFESSIONAL.
I also transferred title to a triple wide mobile home so her family could refurbish and occupy the same and NOW it is abandoned on the property in question. I am permanently disabled and this has imposed a serious financial burden on me. A person with this unethical behavior should NOT be allowed to be in any type of real estate business. I too was duped into trusting Julie Palmer and as you see I did not fair well.

Thank-you Sean for the kind words and I appreciate your feed back but my battle's aren't that of my friends, family and especially of my clients and Thank-you for bringing this cowardly heartless attempt of trying to bring me and my family more grief, to my attention. As always there are two sides to EVERY story... yes it is true that I couldn't pay but James your NOT the only one who has fallen to tough times. I've tried to give you back the property on three different occasions and you refused..I've tried to sell it for what I owe you on it and you know that... and it's not even worth half what I paid you for it and I had good reason; not that I was just a person of false integrity or had intentions of not paying you. I have run into one obstical after another with that property that wasn't disclosed by you. I had no idea it had an association there and that home wasn't permitted or approved for the area. Even running into those things I was still going to try and make it work, then I became seriously ill and almost died, was in an accident, then my husband died leaving me with three children and then my new husband and I divorced. My disability ran out and unemployment didn't even scratch the surface to cover my bills. and for you to say I "skipped" out leaving state with out letting you know is so untrue! I have e-mails from you and I back and forth discussing my moving and the opportunity that had opened up, I even talked about trying to help you buy a home at my cost and you were looking at the Cavco Durango... I still have e-mails of pictures you sent me. Obviously, I'm not the first person in America who have ran into trouble... many have filed BK and foreclosed on Homes but that didn't make them unethical or dishonest... these attacks at me to try and hurt me and my family and the little struggling bit of business I have fought to put together and keep together speaks more about the person you are. I pray every day that things turn around and I can pay my debts.. which is the reason I haven't filed BK cause one day I'd like to pay them all back... they are my responsibility but so are my three children!

Reality check: Julie Palmer made an offer of $9000.00 to purchase a lot with a triple wide manufactured home included and indicated she wanted to fix it up and move her family into same. At least one month had passed from initial offer and purchase contract (notarised)signing. This gave her more than sufficient time to establish "useability" of premesis. When paper work was being finalized I was asked to sign over manufactured home for nominal fee ($5.00) which I agreed to as the home needed repair and she indicated they wanted to fix it up and occupy. Other than 3 (three) payments of $210.73 all I have received is a myriad of excuses. My only theory I can gather from all of her "double talk" is that she was planning to make a quick 'buck' on the deal and when she didn't she stopped paying (and also left California). The story about wanting a home for her family and various sad stories were all a myth. Anyone interested in paperwork concerning any of the above can leave fax number on this site and I will forward documents.
I now have an abandoned home owned by Julie Palmer on this lot complicating the matter even further.

We heard some of the same sob stories, but I'm sure they change given the circumstance. She sold us buildings that we intended to build in Yavapai County - filed for permits in the wrong county - Coconino County, then found out that we could not build because we did not have a primary residence on the property. In the meantime, she took a $14,000 deposit for a concrete contractor and released funds to him prior to receiving permits. By the way, the cement would have cost us more than the buildings. Over 4 months later, she withheld over $2,800 of our deposit and had the gall to charge us for a meeting with Yavapai County P&Z that we made and did not request her presence. She has no business selling products in areas that she doesn't know the zoning rules. In fact, she has no business doing business at all. Would love to see the documents you have.

What a crock of crap. How are your conversations going with Don at ROC? I'm sure your clients and new supplier(s) would be interested in your pending investigations. And, of course, I've kept in touch with Ryan at ICC; guess that didn't work out for you either? Too bad, so sad.

I too have been having problems with "Jewels".Signed contract with above on 3 April of this year. Footings were poured 22 May 12 and nothing else. Have talked to Ralph and left messages for Julie and to this point no return calls. Have foundation but no car port!!! If I had only looked on internet it would have saved me time and expense.

Jewelz has terrible business practice. She isn't a licensed contractor, as she leads on....can't get a building installed on time, if at all and is out to screw her clients...keep your money in your pockets and go elsewhere to buy a building!!!!!!

Regarding Julie Palmer aka Julie Gisel aka Julie Garcia aka Julie Simmons ... it doesn't end with this con artist. We filed criminal and civil charges. Criminally, the DA let her cop a plea on contracting without a license. The judge in our civil trial ruled in our favor and she owes us @$5,000, not that we will ever see a dime. And you will not hear from Ralph as he has left her. We are not the only victims. In fact, there are dozens. So far, we have been the only ones to step forward with the ROC in AZ. Also, To James....I heard so many sob stories as well. Either an injury, death, divorce or something and I think its all just an excuse to try and keep her scam going!

I too trusted this person to do a project at my house. After several years of saving money we decided to get a carport. Several months later she has our money and what do we have?? Nothing!!! I warn everyone that comes into contact with this person to be ware. She is not what she attempts to portray herself to be. She preys on senior citizens and does not hold up to her deal. She is not a licensed contractor so we have minimal recourse available to recoup our initial investment. She gave us one sob Story after another and continually promised a building, then reimbursement. What have we seen?? Nothing since she took our money. she hides in her fancy office behind her secretary, the few times she is in the office. As we talk to other people we have found out this is common practice for her. Don't let her take "Advantage" of you too. She will.

Shortly after moving to LHC, I decided to have a building added to our property. I contacted several builders and discovered a pattern of unreliability and broken promises. Something I've learned is typical of many local builders. I then tried to work with the city and build my own project but was met with what seemed to be the attitude that if I tried to do it myself, I would never obtain a permit or pass an inspection without a contractor involved. I eventually ordered a building from Advantage Homes and Development through Julie because she told me that she would handle everything, Permits, Subcontractors etc. and that's exactly what she did. That's not to say that they weren't delays and complications, however at every turn, Julie did what she said she would, and handled it. My building is completed, it is as I expected, and the final cost came in underbid. I know that there have been some problems in Julie's personal life, some that may have added to some of the delays on my project but in the end, I repeat, Julie did what she said she would and worked through these problems and got my project complete. As retired Law Enforcement, you can be assured that I was suspicious of some of the delays and did my own research on what Julie told me were the problems. In each case I learned that what she had told me about the delays was factual. I also spent some time on the phone with the ROC investigator and decided like dozens of others to NOT participate in the in this vindictive witch hunt.

Well, "Satisfied in Havasu", you are the only one who is satisfied. Like "Victim of Jewels", we were ripped off to the tune of $5,000 and have nothing to show for it. We were awarded a civil judgment on April 3, 2012 and to date have not seen one dime. Go check out her obscene photos on Facebook and Myspace. Obviously you fell for the stories about her personal life. You have no idea. I don't know where you come from, but I would find it pretty offensive to see my "mom" tongueing a guy in front of her sons for her featured Facebook photo. This is no witch hunt. She is a criminal who will be facing a multitude of felony charges in the near future. You want to contact me, let me know.
