I think this is a big mistake. This should be offered if they screamble the "old analog" signals. If they do not scramble the "standard" line up. This will save them money and customers will be much happier, except those with old Analog TV set.

Well the rules must be same for all. Not up to a particular small region as telecom is a big space covering industry.
