The vast majority of the black vote is concentrated in Philadelphia. Outside of Philadelphia, Romney carried Pennsylvania by a significant margin.

The legislature would need to perform extreme gerrymandering to spread the excess votes in the 80% Democrat districts over the rest of the state.
