They are being instructed that there may arise a possibility that they may be required to violate their oath to the Constitution.

Hey stupid! Government spending dropped in the last quarter and was a factor in the drop in GDP and not in what happened in the market. There was also a contraction in inventories which will be made up for in subsequent quarters. The market rose because economic indicators are looking good for growth in the coming year. One quarter doesn't indicate a trend.
