Congress doesn't, because Congress relies on being re-elected, rather than adhering to the Constitution.

Here's my plan:
Cut ALL spending.
Cut MOST Federal programs.( Leave the Dept. of Transportation, the Department of Commerce, The Department of Defense, and The Department of the Treasury.

That's it.
Kill the Departments of everything else.
Audit the Federal Reserve, re-instate Glass-Steagal, institute the flat tax in lieu of the IRS, kill the EPA, and make every piece of
anti-civil rights legislation invalid from this day forward.

I once read a typical syllabus for early 1800 to early 1900 American grade schools and was stunned. Those kids could run circles around today's kids in math, history, writing and reading.

Lincoln came out of it.

Today's teachers can instruct their students to use social networks and how we need to give out prizes to everyone but they are lost when it comes to teaching critical and independent thought. They are sheep leading the sheep.
