cabin seat belts

On the cabin wall next to the table seating is a notice (apparently from Winnebago) that states not to sit there, yet there are seat belts at both seats. I have seen this in other rvs and am wonering about this apparent conflict. As I read the law, motorhomes like this are treated like buses as to seat belts. If it isn't safe to use the belts (which I am is wrong) then why is the posting there? Anyone else run into this?
