We are having the same problem. 2002 Highlander passenger side, first it would not work, then off and on it does work. Today we were stopped by Cedar Park Police and got a warning ticket after explaining my problem. Let me know if you find out anything.

You are not alone, this has happened to many owners of early Highlanders and that includes me. Here is the cause and what you need to do to fix it... and it is soooo easy"
The problem is a poor connection with the socket contacts for the tail lights. On both sides, open the cargo area panels to access the tail-lamp sockets. Gently twist the socket for each lamp to remove it and then bend slightly outward (about an eighth of an inch) all contact tabs. Do this for ALL the sockets on both sides - tail, brake and backup). Doing this should get your lights working and will also insure that any contacts that are weak but still working will be renewed.

What should I clean the tabs with?
