6 cyl eng surging on deceleration

I have an 03 OB that has a persistant surging when decelerating thru the 65 to 55 mph range. Tried changing fuels per Subaru bulletin, no help. Mechanics (multiple shops + dealer) say maybe changing o2 sensors would help but won't guarantee it & at $500 for repair I'm not willing. Check engine lite has been on for over a year & won't stay reset too. We live at 7000' but drove to FL this winter & problem was worse there & occured at a lower speed. Sounds like whatever senses air density is stuck at our altitude.
