1996 legacy outback dash lights flashing and other weird electrical problems

Looking for troubleshooting help. new alternator; good battery; no bad fuses. Dash lights flash along with emergency flashers, regardless of flasher switch position. continues even with car off and key out (drains battery overnight, so I am disconnecting batt when I park) Door locks were acting weird; window motor driver side thumping; etc weirdness -- most of which seems to have stopped with new alternator (under-voltage, probably), but this flashing continues. I imagine this is either a bad switch on steering column, or bad flasher unit -- help?

Mine as well....
96 Subaru Legacy. ANYTHING could be wrong. plug in ECU reader and without keys in ignition is reads error, but shuts off when car turned on. When trying to start the car, turns over but no fuel pump0 clicking on and doesn't start... And then the dashboard lights flicker really fast, like tweak out. and Do not shut off unless you pull the neg or pos battery cable off...
