rolls royce 1974 - fuel overflow?

My father in law has a 1974 shadow 1, and he is experiencing what seems to be a fuel overflow - this he believes to be coming from a copper pipe from around the carb area.
Does anyone have any idea as to what may be causing this, if this is a major problem or can be sorted by himself. The car is running and starting ok, if a little flat at low revs, overall runs well. The car starts fine.
Any information is greatly appreciated.
