i have a 2003 ford focus i tried to start but the key wouldnt turn the igntion i tried shaking the steering wheel but didnt help i tried taking out of gear still didnt help

poor gas mileage on 99 Merc Grand Marquee with 88,000 miles new pkugs air filter, pvc valve. what could possible problem be. Was getting 25-27 miles on road combined 23.5 now get 21.5 road and 18.5 city
