i can barely pull it up, and when i do it makes crazy cracking noises and such and sometimes gets stuck on (had to drive with it on once to work, had no choice, and it killed my brakes on my car). someone told me they think that the cord or whatever for it is frayed and needs to be replaced. is this something the warranty would cover? i haven't been able to use my e-brake in over a year.

Most likely you will need to get it replaced. Sometimes the weather protection on the cable will fail and water will rust the cable inside. Most warranties will not cover something like that as far as I know but a junkyard might have one for cheep.
