Brakes Catching at Low Speeds

I have a 2009 Hyundai Sonata that I recently purchased. At times when I am edging forward or backward at very low speeds (as in pulling slowly out of a parking spot or edging forward waiting at a stop light), my brakes seem to catch on the tires at an interval, making the car sort of pulse backward or forward. I am not sure if it is independent of whether I am applying the breaks.
I have a warranty on the vehicle, so I wonder if this issue needs to be resolved, what it is, and if it should be covered in the warranty or considered a part of the "wear and tear" a car suffers.
