im hoping some one can help me out i own a 1997 thunderbird 3.8 ok heres the problem,when the cars cold it's worse now because of winter cold i need to turn the key numerus times for the starter to engage like it's not getting power to it,all the dash lights work every thing else has power,is there a relay i need to replace....any help is appreciated

My 97 has a screaming bearing. Its one of the utilities cuz when I take the belt off it stops. How do I locate the bad pully? Ive tried the wrench and screw drivet to my ear and for the most part thwy all sound the same. I am leaning twards the power steering but I just dont know how to be sure.
