Randomly engaged starter

2006 Ford Expedition 5.4. While the truck is in park or while driving, a random loud squeal happens that almost kills the engine but can generally be throttled through and it stops. I thought it might be a pulley stopping because of the burnt rubber smell. The other day I was able to watch the belt as it happened and all the pulleys were moving fine and I noticed that it sounded like the starter was engaged when i went around to turn off the truck( can a starter make a loud squeal?). I turned off the truck and went to start it and it started in the on position. I had to replace the starter(it was fried) and it still does this randomly. Ignition switch?
