Temperature gauge

I recently bought a 2008 Dodge Grand Caravan SXT and noticed that when I am sitting in traffic or idling in a parking lot the temperature gauge will go to the high side of center and drop to the low side and continue doing that the whole time I am sitting there. Once I start driving again it drops down between the second and the last line below center (about two needle widths below center)

The dealer tells me this is normal but I have never heard of this being normal before.

Any advice is greatly appreciated.

Not normal. Does the fan kick in. I recently had had problems it a 1999 Caravan that had not been used for a while. The code indicated that the temp sensor was not working correctly. I bought a new one. Have not put it in because it self corrected itself. I think that the thermosat had been sticking or the coolent had not been running thru because of short trips and the cold weather. Seems fine, Now I have to figure why both low beam lights do not turn and the brights come on but will not stay on. Looking for a common connection between both lamps, relay, fuse, switch, etc.
