2002 Dakota - cannot shift out of Park in cold weather

My 2002 Dakota will not shift out of Park in cold weather. When the weather warms above freezing, then I can shift out of Park into gear. Is this an electrical problem with the safety mechanism that is disengaged when the brake pedal is pushed?
