1993 gets 13mpg & sluggish??

I recently found out that my '93 3.9L Dakota is getting 13mpg in mostly city driving. I'm not heavy on the gas at all. This is with a new k&n air filter and new spark plugs. It seems like I'm pulling a semi-trailor when I accel. Haven't really started to dig for the problem yet, but don't want to take it to dealer. No codes have appeared. Thoughts???

Iam not an expert. i actually just got my dakota and working a lot of bugs out on mine, because mine was abused but anyways. my last car had the same problem. i told my dad about it. he just smiled at me, went out with a can of carb cleaner cleaned the throttle body while it was running(u might have to spool it up)....took it out on the road. and it went to 110 a vast improvment over the 35mph top end before the cleaning.
