I have a 1990 that is doing this. I doesnt get stuck but likes to do some jumping even when setting still. I have already replaced the Speed sensor in the transmission. Could the motors be the reason in this older model?

Follow up: A very simple solution is to put the truck in gear before trying to start it. The guages will reset when you try to start the vehicle. No need to pull any fuses.

I have an 03 Tahoe that was having the speedo problems and with a little niceness and talking to my dealer, GM replaced my entire instrument cluster.
(Did I mention it didn't cost me a dime.) Oh yea the truck had over 87000 miles at the time as well.
You just have to have a good service adviser.
Good Luck
