slapping noise at 43 mph on Sedan deVille d'Elegance

Car has 115,000 miles, brand new tires, rear bearings replaced recently. Makes slapping noise at 43 mph and above, mechanics are mystified, and I'm concerned that I may have a serious problem. Car has also had rear rotors milled just last week. It makes the slapping noise no matter what the road surface, and is sometimes there and sometimes not.
Any ideas would be much appreciated. Thanks.
